    Uzbekistan launched the international Enterprise Uzbekistan center: English law, innovation, and a world-class ecosystem

    President Shavkat Mirziyoyev has signed a decree “On the organization of activities of the International Digital Technologies Center”, officially launching Enterprise Uzbekistan — the country’s first digital hub operating within a legal framework based on English law. The document aims to advance the objectives of the “Digital Uzbekistan – 2030” strategy, expand IT-services exports, attract foreign investment, and introduce global best practices for investor protection.


    A new world-class center


    The establishment of Enterprise Uzbekistan is aimed at developing a competitive digital technology ecosystem, fostering innovation, and supporting IT companies oriented toward international markets. The decree outlines the core tasks of the new center:


    • attracting investment into the IT sector;
    • expanding the export of digital services;
    • supporting venture capital and high-tech projects;
    • promoting R&D and talent development;
    • ensuring legal guarantees for investors;
    • creating a favorable environment for global companies.

    Underscoring the center’s institutional significance, its directorate will be established as a joint-stock company, with IT Park Uzbekistan designated as the sole shareholder.


    A special legal environment: English law and an independent court


    A special legal regime based on the norms and principles of English law — as well as on the standards of leading international financial centers — will operate within Enterprise Uzbekistan.


    A key innovation is the option for member companies to resolve commercial disputes through an independent specialized court, thereby ensuring transparent and predictable conditions for global technology companies and investors.


    A “one-stop-shop” mechanism will also be introduced for members’ convenience, including a dedicated tax inspectorate offering services in English.


    Additionally, non-member companies will be permitted to provide services within the center without the application of tax and customs benefits — ensuring the ecosystem remains open to international partners.


    Areas of activity in Enterprise Uzbekistan


    The new center will allow operations across all major directions of the digital economy, including:


    • software development;
    • consulting and outstaffing in digital technologies;
    • remote services, including BPO;
    • scientific research and R&D in digital technologies;
    • video game development (GameDev) and digital content production: graphics, video, audio production, visualization, media;
    • creation and promotion of digital content and IT products through online platforms;
    • development and implementation of artificial intelligence technologies;
    • creation and management of data centers, cloud systems, and related services;
    • educational services in the information technology sector.

    Member companies will operate under the jurisdiction of the center, benefitting from its specialized regulatory framework and procedures.


    Significance for Uzbekistan’s digital economy


    The launch of Enterprise Uzbekistan marks an important milestone in the transformation of the country’s digital economy, creating the foundations for a highly competitive technological environment. The new center will strengthen Uzbekistan’s appeal to global IT companies and investors, expanding opportunities for the export of digital services and the development of high-tech sectors such as artificial intelligence, the gaming industry, BPO, and cloud services.


    Establishing a legal regime based on the principles of English law will provide a transparent and predictable regulatory foundation for technological projects — a crucial step toward integration with international legal and investment standards.


    Simultaneously, the creation of infrastructure tailored to international companies — from an independent court to a dedicated one-stop-shop — will significantly enhance confidence among foreign partners.


    This initiative complements the country’s strategic focus on developing artificial intelligence and building a modern digital ecosystem. Collectively, these measures reinforce Uzbekistan’s position as an emerging regional center of digital innovation and demonstrate the country’s commitment to adopting global standards in digital economy governance.

    GBSF 2025 outcomes: Uzbekistan strengthens its status as an IT hub

    Tashkent hosted the Global Business Services Forum 2025 (GBSF 2025), one of the most prominent events of the year in the field of IT outsourcing and digital services. Organized by IT Park Uzbekistan with the support of the Ministry of Digital Technologies, the event convened approximately 450 participants representing 260 companies, including 237 international companies from 40 countries. Among the attendees were representatives of multinational corporations, startups, government agencies, and venture capital funds.
