From October 13 to 18, the delegation of the Ministry of Digital Technologies of Uzbekistan led by Minister Sherzod Shermatov and the delegation of IT Park Uzbekistan headed by CEO Abdulahad Kuchkarov paid a visit to Japan. The program included participation in the international exhibition “CEATEC 2025: Innovation for All in Chiba”, organization of Uzbekistan Outsourcing Session presentation events in Osaka and Sapporo, as well as meetings with representatives of leading Japanese IT and content companies.
The visit formed part of IT Park Uzbekistan’s strategic efforts to expand international cooperation and promote Uzbekistan as a reliable destination for IT outsourcing and technological investment.
Following the visit, a number of important agreements on cooperation were reached. The Information-technology Promotion Agency of Japan (IPA) expressed its readiness to organize joint seminars aimed at promoting Uzbekistan’s IT potential. Companies including Ecraftman, Kushiro, NextOne, and 87Solution announced their intention to open offices in Uzbekistan. In addition, outsourcing contracts are expected from Graphinica, Manga Culture, Techno Support Design, Hokkaido Intellect Tank, TaskDo, and several other companies.
Furthermore, more than 50 Japanese enterprises demonstrated interest in cooperation, and practical negotiations have already commenced with a number of them.
On October 14, the international exhibition CEATEC 2025 officially opened in the city of Chiba, where IT Park Uzbekistan presented its national stand. During the day, it was visited by representatives of more than 30 companies, including Hitachi, Mitsubishi Electric, SCSK, IPA, Uzabase, Xacti, and others. Additionally, an IT Park representative delivered a presentation on the development of Uzbekistan’s IT sector, which was attended by over 40 international companies.
Companies such as SCSK, Uzabase, and Xacti expressed their intention to visit Uzbekistan in the near future to explore opportunities in the local IT outsourcing market. An agreement was reached with the Information-technology Promotion Agency of Japan (IPA) to organize a series of joint seminars and meetings designed to present the capabilities of Uzbekistan’s IT ecosystem to Japanese businesses.
During the exhibition, IT Park conducted approximately 40 business meetings, establishing contacts with numerous international companies considering Uzbekistan as a promising platform for business expansion. Among them were NAGASE, Sunflower TC Co., Ltd., Collab, Shikumi Lab, Fortience Consulting (NTT Data Group), Energy Coloring, HEADLOCK Inc., and Agekke Group. Several of these companies expressed interest in establishing offices in Uzbekistan or initiating cooperation with local IT enterprises.
IT Park’s participation in CEATEC 2025 generated substantial interest among Japanese partners and demonstrated Uzbekistan’s growing attractiveness as a destination for IT business and outsourcing.
On October 15, the IT Park Uzbekistan delegation held the Uzbekistan Outsourcing Session in Osaka, which was attended by 22 Japanese IT and content companies. Among them were Graphinica, 87Solution, Manga Culture, Techno Support Design, LiveWell, Ryusenkyo Corporation, Knowledge on Demand, Noramatch, Stone System, Alaki, and others.
During the session, IT Park representatives provided a detailed overview of the development of Uzbekistan’s IT industry, state support mechanisms, tax incentives, and the system for training qualified specialists, including those fluent in Japanese and English.
Participants focused on three key areas of cooperation. They noted the strong potential of Uzbekistan’s young IT specialists against the backdrop of a shortage of qualified personnel in several regions of Japan, including Osaka. The advantages of conducting business in Uzbekistan — such as cost efficiency resulting from favorable tax policies — were also discussed.
Moreover, participants emphasized Uzbekistan’s growing potential in the outsourcing sector, especially in light of rising service costs in Japan’s traditional outsourcing markets.
The outcomes of the meeting were highly productive. The company 87Solution announced its decision to establish an office in Uzbekistan through the One Stop Shop service. Several other companies, including Techno Support Design, Graphinica, and Manga Culture, expressed readiness to delegate graphic design and animation projects to Uzbek IT companies.
On October 17, the IT Park Uzbekistan delegation visited Sapporo, where they held a series of meetings with Japanese gaming and content companies, including Sega Corporation, Infiniteloop, DeNa Co., Rocket Studio, Born Digital, Aiqve One, and others.
The discussions focused on potential cooperation in the gaming industry. Representatives of Sega Corporation and Infiniteloop noted a shortage of qualified specialists and rising operational costs in traditional outsourcing destinations such as Vietnam and China. Against this background, Uzbekistan is increasingly being viewed as a promising new hub for game development and software engineering.
Later the same day, the second presentation event, Uzbekistan Outsourcing Session in Sapporo, took place with the participation of 23 companies, including Ecraftman, TaskDo, Hokkaido Intellect Tank, Ciel Zero, Docon, Experis, Toyota Tsusho, Esplandia, Sapporo SDGs, and Ikeuchi Group.
In his address, Akihiro Sakurai, Adviser to the Minister of Digital Technologies of Uzbekistan, emphasized that cooperation with Uzbekistan is becoming increasingly attractive due to the country’s favorable business environment and the cultural affinity between the two nations, which fosters trust-based partnerships.
Following the meetings, Ecraftman confirmed its intention to open an office in Uzbekistan through the One Stop Shop service. In addition, Hokkaido Intellect Tank, TaskDo, and Ciel Zero expressed readiness to delegate graphic design and animation projects to Uzbek IT companies.
As a result of the visit, IT Park Uzbekistan established productive contacts with more than 50 Japanese companies, with practical negotiations already initiated with ten of them. Discussions currently cover pilot projects, legal registration, and the recruitment of development teams.
Many companies have shown interest not only in outsourcing cooperation but also in establishing representative offices and joint ventures in Uzbekistan.
In the near term, offices of Ecraftman, Kushiro, NextOne, and 87Solution are expected to open in Uzbekistan. Furthermore, outsourcing contracts exceeding USD 2 million are anticipated from Graphinica, Manga Culture, Techno Support Design, Hokkaido Intellect Tank, TaskDo, and other companies.
Additionally, plans include organizing a series of joint seminars with the Information-technology Promotion Agency of Japan (IPA) to be held in various regions across Japan.
The outcomes of the meetings in Osaka and Sapporo demonstrate that Japanese companies are increasingly viewing Uzbekistan as an emerging hub for IT outsourcing, game development, and digital content production.
For IT Park Uzbekistan, this visit not only resulted in new partnerships and investments but also marked an important step toward strengthening the country’s reputation as a reliable technological center in the region.
