Uzbekistan plans to establish an International Digital Technology Center under the “Enterprise Uzbekistan” brand. The center will operate under a special legal regime valid until 2100.
This project is expected to become part of the strategy to transform the country into a major IT hub in Central Asia. The concept of the center envisions the formation of its own technological ecosystem that combines international experience and local capabilities.
The center will function in a “regulatory sandbox” format. This allows companies to test new products and solutions under simplified conditions. This includes the development of financial services and other experimental digital products without the risk of violating existing regulations. In particular, residents will be able to pay salaries in foreign currency, implement international labor standards, and process personal data according to international standards and using cloud technologies. This should simplify the attraction of foreign specialists and IT talent.
As part of the center’s establishment, international consulting companies and foreign experts are planned to be involved. With their participation, a draft law on the International Digital Technology Center has already been developed.
Participants will be provided with favorable conditions for intellectual property protection, attracting investments, and developing startups. Tax and customs incentives, as well as support for export activities, are also envisaged. In particular, the incentives will apply to the import of high-tech equipment, and there will also be a focus on attracting venture investments and bringing startups to international markets.
The main areas of the center’s activities will include artificial intelligence, digital transformation, research and development, certification, launching startups, and developing data centers. It is also planned to certify IT products and specialists according to international standards and to develop infrastructure for data storage.
This year, as part of major digital technology events in Uzbekistan, a separate program is planned to promote the center among foreign companies and investors.

By 2030, the Center is expected to attract up to 1,000 companies, create more than 300,000 jobs, and generate export potential of up to $5 billion. The project is also seen as a driver for the growth of IT education and youth employment. Major international technology companies have already shown strong interest in the initiative.
