The purpose of the tour is to showcase Uzbekistan’s potential in information technology and outsourcing to international companies, as well as to present the opportunities and measures created by the government to attract investment to the country.
Over 200 representatives from 150 foreign companies and organizations from more than 30 countries worldwide are participating in the event. During the tour, participants will be introduced to Uzbekistan key advantages for doing global business, such as skilled workforce, tax incentives, customs preferences, IT Park support programs, IT Visa, and other services that facilitate business operations in Uzbekistan.
The event commenced with speeches by the Minister of Digital Technologies, Sherzod Shermatov, the CEO of IT Park Uzbekistan, Farkhad Ibragimov, and the representative of the World Bank in Uzbekistan, Marco Mantovanelli.
Marco Mantovanelli added, “Uzbekistan stands as the largest market in Central Asia, characterized by a rapidly burgeoning youthful population contributing significantly to the country's development. Despite international uncertainties, the nation demonstrates steadfast economic growth, affirming the efficacy of its socio-economic reforms initiated since 2017.
Digital transformation has emerged as a catalyst for change, with the establishment of a digital economy serving as a pivotal component of development until 2030. One of the primary objectives entails the creation of new job opportunities within the IT sector, positioning it as the engine driving economic growth.
The World Bank actively supports this trajectory by financing a project implemented by IT Park. This initiative aims to train a thousand young IT specialists nationwide, facilitating their employment within foreign IT companies operating within Uzbekistan.”
Farkhod Ibragimov emphasized the advantages of Uzbekistan for international companies: “Uzbekistan presents an optimal destination for the development of IT and outsourcing businesses. This is primarily attributed to its economic and political stability, human capital, and a large youth population. More than 60% of the population consists of youth aged 18 to 35, which represents the target audience for outsourcing companies.
The government actively supports companies interested in conducting global business through Uzbekistan by offering more incentives, preferences, and support programs for these companies. Uzbekistan's convenient geographical positioning between Europe and Asia affords access not solely to the local market but also to the entire Central Asian and CIS market.
Moreover, Uzbekistan is recognized as one of the safest countries for tourists and residents, boasting well-established infrastructure throughout the country. Affordable prices and conducive living conditions further enhance its appeal as one of the favored relocation destinations.”
Following these remarks, two panel discussions took place. The first, titled “Cultivating Minds: Nurturing Talents and Educational Innovation”, addressed questions related to talent development and educational innovation.
The discussion was moderated by Muzaffar Jalalov, the rector of Inha University in Tashkent. The speakers included Rustam Karimjonov, Deputy Minister of Digital Technologies; Umidjon Ishmukhamedov, the founder of Millat Umidi University; and Eduardo Alcanzare, an international BPO expert, head of the SAP division, and NextGen Academy.

The second panel discussion, themed “Pioneering Tech in the Heart of Central Asia: A Deep Dive into Uzbekistan’s Outsourcing Ecosystem”, presented the outsourcing ecosystem in Uzbekistan, describing the peculiarities and interests of the ITES business in the country.
Bakhodir Ayupov, CEO of IT Park University, moderated this discussion. The speakers included Sean Manchanda, Senior Vice President of Infinite Computer Solution; Sean McEllin, Partner at Saviday and Regional Director of IDA Ireland; and George Held, CEO of VEON AdTech.

Furthermore, the event featured a “Tech Expo” where residents of IT Park in the fields of development, outsourcing, outstaffing, fundraising, and acceleration were presented, such as Dalatech System, PointAI, TrustMe, Plug&Play, RealSoft, MAAB Innovation and others.

Subsequently, visits were made to local IT educational institutions and ITES companies, where participants had the opportunity to personally witness the business processes of local residents, meet with specialists, and discuss potential future collaborations.
On March 19th and 20th, attendees of the “Offshore Outsourcing Tour 2024” will travel to Samarkand, where a roundtable discussion on navigating the IT outsourcing market in Uzbekistan will take place and visits to local IT educational institutions and ITES companies will be organized. The tour will conclude with a cultural program and excursions to historical landmarks.
The “Offshore Outsourcing Tour 2024” presents international ITES companies with a unique opportunity to acquaint themselves with the advantages of investing in Uzbekistan and harnessing local resources for their business endeavors. This engagement may catalyze heightened interest in establishing offices and expanding exports to the country, thereby generating new orders for IT Park residents. Consequently, this initiative will facilitate the creation of employment opportunities within the information technology sector, fostering economic growth and contributing to the overall prosperity of Uzbekistan.
