1. The Republic of Uzbekistan (hereinafter called “Borrower”) has applied for financing from the World Bank toward the cost of the Uzbekistan Digital Inclusion Project and intends to apply part of the proceeds toward payments under Call-off Contracts that may be awarded under the Framework Agreement (FA) for Services for the provision of local forums and support for participating in international forums[1] concluded through this RFB Primary Procurement process. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Procuring Agency is undertaking the Primary Procurement with a view to concluding a Framework Agreement. The Procuring Agency is the sole Employer under the Framework Agreement. The Procuring Agency now invites sealed Bids from eligible Bidders to provide local forums and support for participating in international forums. The aim is to boost Uzbekistan's digital identity through partnerships with local and foreign companies to advance the industry. This involves organizing IT forums and events that engage international companies and representatives in Uzbekistan and participating in international IT forums to promote the sector and increase exports of ITES services. The number of forums is yet to be determined, but it is expected to have approximately three local and twelve international forums annually.
3. The Framework Agreement to be concluded will be Single-User. The Single-User entitled to purchase under the Framework Agreement is “Administration of Technology Park of software and IТ” LLC (hereinafter - IT Park).
4. The Framework Agreement be concluded will be Single-Service Provider.
5. The selection of a FA Service Provider to be awarded a Call-off Contract will be done through a Secondary Procurement process as defined in Framework Agreement. However, the conclusion of a Framework Agreement shall not impose any obligation on the Procuring Agency, including participating Employers, to purchase Non-Consulting under a Call-off Contract. The conclusion Framework Agreement does not guarantee that a FA Service Provider will be awarded a Call-off Contract.
6. Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” fifth edition September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
7. Bidders may submit Bids for one or more lots.
8. The Framework Agreement shall be concluded for a Term of 1 years from the commencement date stated in the Framework Agreement.
9. The Primary Procurement shall establish a Closed Framework Agreement(s).

11. Bids must be delivered to the address below on or before 3:00 p.m. Tashkent time, July 17, 2024. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 3:30 p.m. Tashkent time, July 17, 2024.
