    IT Park Uzbekistan Reinforces Its Global Standing

    As part of the Offshore Outsourcing Conference 2025, representatives of IT Park Uzbekistan engaged in strategic discussions with prominent international companies keen on entering the Uzbek market. These negotiations marked a significant milestone in enhancing international collaboration, expanding outsourcing services, and attracting investment into Uzbekistan’s IT sector.  

    SBL Knowledge Services: Expanding Outsourcing Operations in Uzbekistan 

    The IT Park delegation, led by Makhliyo Muksinova, Services Export Development Director, convened with Gopakumar Pillai, CEO and Founder of SBL Knowledge Services, to discuss the company’s plans for market entry into Uzbekistan.    

    Founded in 2005 in Bangalore, India, SBL Knowledge Services is a leading provider of Business Process Outsourcing (BPO) and IT services, operating across the United States, United Kingdom, Australia, and the Middle East. The company specializes in data management, geographic information systems, multimedia services, and AI-driven solutions, having successfully executed over 4,000 projects for 2,000 clients worldwide.     

    During the discussions, IT Park showcased Uzbekistan as a promising destination for business expansion, emphasizing the benefits of the Zero Risk program, which mitigates operational risks for international firms. SBL expressed strong interest in establishing an office in Uzbekistan, with plans to commence operations by recruiting over 120 local professionals. The cities of Nukus and Urgench were identified as the most viable locations for the new office.  

    Presenting Uzbekistan’s Potential for Netskope’s Expansion

    Makhliyo Muksinova, Services Export Development Directoat IT Park Uzbekistan, met with Roberto Paschetta, Vice President of Global Services at Netskope (Exclusive Networks) — a leading global distributor specializing in cybersecurity, cloud computing, and networking solutions.   

    Exclusive Networks, founded in France in 1989, operates in 45 countries with a workforce of over 2,700 employees. In 2023, the company reported a revenue of $5.15 billion. Its portfolio includes cutting-edge technologies in data protection, cyber threat intelligence, and access management.    

    During the discussions, IT Park Uzbekistan presented the Uzbekistan’s dynamic business environment, which offers favorable conditions for IT-enabled services (ITeS) companies and their expansion into new markets. They underscored the country’s robust talent pool, which is well-positioned to compete on the global stage. Success stories of international companies already operating in Uzbekistan were showcased, reinforcing the country’s attractiveness as an emerging IT hub.     

    IT Park affirmed its commitment to providing comprehensive support to companies in local market adaptation, recruitment, and operational setup. Additionally, they outlined available support programs, including tax incentives, grant initiatives, and opportunities for collaboration with leading technology firms.

    ICI Bucharest: Scientific Collaboration and Digital Transformation 

    During the conference, IT Park representatives met with Victor Vevera, General Director of ICI Bucharest, and Carmen Cirnu, Scientific Director of the Institute.   

    Founded in 1970, ICI Bucharest is Romania’s largest IT research institute, playing a key role in the development of the national computer network, digital libraries, and cloud services for public institutions.   

    The discussions focused on potential joint research projects in cloud computing and digital transformation. IT Park expressed its readiness to facilitate the integration of Romania’s advanced technological solutions into the Uzbek market.

    Akindra Talents: Strengthening IT Talent Market 

    A meeting was held with representatives of Akindra Talents, a leading Romanian IT recruitment firm, to explore collaborative initiatives aimed at enhancing Uzbekistan’s talent pool.     

    Akindra Talents, part of the Belgium’s Brainbridge Group, specializes in sourcing and managing freelance professionals in software development, cybersecurity, and data management. The company promotes the "work-from-anywhere" model, assisting international corporations in building remote teams. 

    David Kesteloot, CEO of Akindra Talents, expressed strong interest in entering the Uzbek market. In response, IT Park offered support in talent acquisition, regulatory compliance, and the development of joint workforce training programs.

    Cybergizer: Startup Support and Technological Partnership 

    The IT Park delegation also met with Sergey Sergyenko, CEO of Cybergizer, a Lithuanian company dedicated to supporting startups at various stages of their development.   

    Founded in 2016, Cybergizer is renowned for its "CTO-as-a-Service" offering and conducting technical audits for companies encountering scaling challenges. The company actively invests in developer education, organizing BalticRuby conferences and managing the Rubizza school.     

    The parties explored opportunities for expanding Cybergizer’s presence in Uzbekistan, establishing partnerships with local universities, and co-hosting IT conferences. 

    As a result of the meetings and negotiations held during the Offshore Outsourcing Conference 2025, IT Park Uzbekistan demonstrated its unwavering commitment to fostering international collaboration and solidifying Uzbekistan’s standing on the global IT industry. Discussions with prominent companies such as SBL Knowledge Services, Exclusive Networks, ICI Bucharest, Akindra Talents, and Cybergizer have unveiled new opportunities for the export of IT services, job creation, and the adoption of cutting-edge technologies within the country. These initiatives contribute to the development of a robust global IT outsourcing ecosystem, positioning Uzbekistan as an attractive hub for leading international IT companies and investors.

    Armatis: Exploring Opportunities in Uzbekistan

    Representatives of IT Park Uzbekistan, led by Mahliyo Muksinova, Director of Export Development of IT Services, held meeting with Krzysztof Lewiński, CEO and Head of Global Expansion at Armatis in Poland. The meeting focused on exploring opportunities for the development of BPO services and customer support in Uzbekistan.

    Founded in 1989, Armatis now operates in France, Poland, Portugal, Tunisia, and Bulgaria, with 22 offices and a team of over 9,000 employees. The company specializes in customer support, speech analytics, e-commerce development, and business process automation, with a strong emphasis on digitalization and inclusivity.

    During his visit, Krzysztof Lewiński explored the labor market in collaboration with HR companies, gained insights from the BPO company Dyninno, and visited modern office and coworking spaces.

    As a result of the meetings and negotiations held during the Offshore Outsourcing Conference 2025, IT Park Uzbekistan demonstrated its unwavering commitment to fostering international collaboration and solidifying Uzbekistan’s standing on the global IT industry. Discussions with prominent companies such as SBL Knowledge Services, Exclusive Networks, ICI Bucharest, Akindra Talents, Cybergizer and Armatis have unveiled new opportunities for the export of IT services, job creation, and the adoption of cutting-edge technologies within the country. These initiatives contribute to the development of a robust global IT outsourcing ecosystem, positioning Uzbekistan as an attractive hub for leading international IT companies and investors.

    The negotiations conducted during the Offshore Outsourcing Conference 2025 reaffirmed the considerable interest of global companies in Uzbekistan’s IT market. Engagements with SBL Knowledge Services, Exclusive Networks, ICI Bucharest, Akindra Talents, Cybergizer and Armatis have established a strong foundation for Uzbekistan’s deeper integration into the global IT ecosystem and reinforcing its position as a promising outsourcing hub.

    These agreements are poised to generate new employment opportunities for local professionals, enhance the nation’s talent pool, advance IT education, and elevate the competitiveness of Uzbek companies in the international market.

    An “IT Town” has been inaugurated in Toshloq district of Fergana region

    In accordance with the Resolution of the President of the Republic Uzbekistan dated May 15, 2024, “On the organization of the activities of “IT Towns” aimed at creating additional conditions for training youth in digital technologies and foreign language in the regions”, it has been set to establish one “IT Town” in each region.
