Uzbekistan and Japan Strengthen Strategic Cooperation in the IT Sector

Uzbekistan continues to solidify its position as a rising digital and outsourcing hub. A testament to this progress is the recent working visit of IT Park Uzbekistan to Japan — a significant step toward fostering long-term partnerships with leading technology stakeholders in the region.

The delegation, led by Makhliyo Muksinova, Services Export Development Director at IT Park Uzbekistan, held a series of high-level meetings with Japanese enterprises operating in the fields of information technology, engineering, consulting, and digital solutions. The outcomes of these engagements resulted in a number of agreements aimed at increasing IT service exports, attracting foreign investment, and positioning Uzbekistan as a center of technological expertise and innovation.

Engineering the Future: Meeting with Outsourcing Technology Inc.

One of the highlights of the visit was a strategic dialogue with Outsourcing Technology Inc., a leading Japanese firm specializing in engineering and IT outsourcing. Discussions focused on workforce development, technology transfer, and international talent mobility. Particular emphasis was placed on the role of Japan Digital University in Uzbekistan, whose inaugural graduates are already employed by Japanese companies, thereby strengthening the bilateral innovation corridor between the two countries.

Ultra X to Open Office in Uzbekistan

Ultra X, represented by its CEO Tatsuya Hattori, confirmed the company’s participation in the forthcoming Global Business Services Forum 2025 in Tashkent and formally announced its plans to establish a representative office in Uzbekistan by mid-2025. The company also intends to organize hackathons for students and IT professionals, with top-performing participants offered paid internship in Japan, covering all expenses.

Smart City to Enter Uzbek Market with AI Solutions

Tokyo-based Smart City (SMC-Tech), a company deploying AI-driven traffic infrastructure management systems across more than ten countries, expressed its intention to establish a legal presence in Uzbekistan. Initial plans include the recruitment of local professionals for technical support and data annotation. The company’s official presentation is scheduled for ICT Week 2025 in Tashkent, within the Japan Pavilion, organized by JETRO.

IGPI Explores Opportunities in Central Asia

IGPI (Industrial Growth Platform Inc.), one of Japan’s foremost consulting firms, hosted the IT Park delegation in Tokyo to discuss the investment and business potential of Uzbekistan. With a presence across Asia and Europe, IGPI is currently exploring Uzbekistan as a prospective entry point into the Central Asia and has been invited for follow-up negotiations in Tashkent.

JETRO: A Strategic Bridge Between Japan and Uzbekistan

The Japan External Trade Organization (JETRO) played a pivotal role as the strategic facilitator of the visit. In a meeting with Norihiko Ishiguro, President of JETRO, both sides agreed on the organization of a Japan Pavilion at ICT Week in Tashkent and on promoting Uzbekistan as a growing technology hub. Planned initiatives include PR campaigns, multimedia content, social media outreach, and support for the establishment of an IT Park representative office in Japan.

This visit marked a significant step forward in enhancing Uzbekistan’s global standing in the digital economy. The agreements signed during the visit lay a strong foundation for the expansion of IT service exports, the creation of high-skilled jobs, the attraction of foreign investment, and the formation of international collaborations.

With the support of Japan’s leading technology companies, Uzbekistan is strengthening its position within global value chains — not as a peripheral participant, but as a reliable and results-oriented partner. In a world defined by digital transformation, Uzbekistan is confidently establishing its presence at the nexus of technology, talent, and trust.
