Senate Committee Discusses Enterprise Uzbekistan Bill — Plenary Vote Next
The Senate Committee on
Science, Education and Healthcare discussed the Constitutional Law "On the
International Centre for Digital Technologies" and voted to include it on
the agenda of the next plenary session.
Earlier this week, the
Constitutional Law cleared the Legislative Chamber of the Oliy Majlis — the

Now, following its Senate committee review, the bill moves to a full plenary
vote.
What the Law
Establishes
The Constitutional Law creates
a special legal regime within the Centre — simplifying registration, licensing,
and business operations, and applying international standards to commercial
activities. It introduces a flexible tax and customs framework, including tax
exemptions on select types of business activity.
The law also establishes clear
procedures for how the Centre interacts with government bodies, reducing
administrative barriers for businesses operating within the zone. The Numbers Behind the

Senators noted that by 2030,
the Centre is expected to drive digital services exports to $5 billion, create
over 300,000 high-income jobs, and help retain talented young professionals in
the country.
The law is expected to increase
the IT sector's share of GDP, attract direct foreign investment into the
