IT Park Uzbekistan Explores Collaboration Opportunities at the Offshore Outsourcing Conference

On February 26-27, Uzbekistan hosted the international Offshore Outsourcing Conference, organized by the Ministry of Digital Technologies and IT Park Uzbekistan.

The event has brought together over 280 participants from 250 companies, including representatives of international and local IT corporations, as well as industry experts, to deliberate on emerging opportunities for exporting IT services from Uzbekistan and fostering a sustainable global IT outsourcing ecosystem.

As part of the Offshore Outsourcing Conference 2025, representatives of IT Park Uzbekistan conducted a series of meetings with international ITES companies.

    Qodeca

IT Park Uzbekistan continues to expand its international cooperation, drawing the attention of Qodeca, a Polish company. Makhliyo Muksinova, Services Export Development Director, held negotiations with Malgorzata Wlodarska, Chief Financial and Operating Officer of Qodeca.

Qodeca representatives expressed strong interest in the Zero Risk program. During the meeting, the parties addressed a range of technical and legal considerations. IT Park representatives provided a comprehensive overview of the program’s advantages, including tax incentives available to IT Park Uzbekistan members.

The initial engagement to Qodeca took place at the Uzbekistan Outsourcing Conference (UOC) in Poland in November last year, during which the company's CEO expressed interest in the Zero Risk — a program designed to create favorable conditions for foreign investors in Uzbekistan.

On February 28, a Qodeca delegation, including CFO and COO Malgorzata Wlodarska, Head of Engineering Tomasz Chudobecki, and HR Partner Magdalena Habicht, is scheduled to visit the IT Park Uzbekistan office in Samarkand. The objective of the visit is to conduct an in-depth discussion regarding collaboration recommendations and assess opportunities for business expansion within the region.

Founded in 2018 in Warsaw, Qodeca specializes in the development of bespoke software solutions and product design, with a focus on mobile applications, web development, and UI/UX design. The company, led by CEO Marcin Obel, employs 60 professionals and generates an annual revenue of $20 million.

    Fireflies

A meeting took place at IT Park Uzbekistan with representatives of Fireflies, a company specializing in the development of educational programs for businesses and universities. The discussion was attended by Michal Nowakowski, Co-Founder of Fireflies, alongside representatives of IT Park Uzbekistan — Jahongir Kagirov, Head of the Service Export Development Department, and Khalid Al Djakhmi, Leading Specialist for EU and UK markets.

Fireflies’ founder, Michal Nowakowski, outlined the company’s strategy for entering the Central Asian market and underscored its interest in establishing a regional office in Uzbekistan. The company's core activities focus on assisting foreign enterprises in overcoming cultural barriers through specialized training and mentorship programs.

The discussions focused on the potential for delivering similar services to European companies operating in Uzbekistan. Both parties explored opportunities for collaboration and possible frameworks for engagement in the export of educational services.

Founded in 2022 in Warsaw, Fireflies has already built partnerships with leading Spanish, French, and Italian companies, facilitating their seamless adaptation to new markets.

IT Park Uzbekistan is actively fostering partnerships with leading international IT companies, cultivating an environment conducive to their sustainable growth and integration into the local ecosystem. These efforts unlock new avenues for the export of IT services, generate employment opportunities for local professionals, and contribute to the advancement of industry expertise within the country. Through such strategic partnerships, Uzbekistan is emerging as an attractive destination for global IT enterprises, thereby solidifying its standing on the international arena.
