The next stage involves establishing the regulatory framework that will define the Center’s operational mechanisms and the conditions under which its future members will operate. In total, more than 50 Center Acts are planned for development.
The initiative is based on a key principle: involving future ecosystem participants in shaping the rules they will be expected to follow. Rather than developing regulatory mechanisms exclusively within the Center, Enterprise Uzbekistan is inviting the international business community to participate directly in this process.
To facilitate this, a dedicated digital platform has been created, enabling companies, startups, investors, and experts to review draft acts, explore proposed legal mechanisms, and submit their feedback and recommendations.
This approach will make it possible to incorporate the real-world experience of technology businesses, identify potential regulatory barriers during the drafting process, and establish conditions that meet the needs of international markets.
One of the key priorities is developing the legal framework for the Regulatory Sandbox — a dedicated regulatory mechanism that will enable international technology companies and startups to test innovative products and business models under real-world conditions within an established legal framework.
An act defining the operational procedures of the Regulatory Sandbox is currently being drafted. Enterprise Uzbekistan invites industry representatives to share their proposals regarding testing conditions, applicable requirements, and the necessary legal safeguards.
Another upcoming area of public consultation will be artificial intelligence (AI) regulation. The development of relevant acts will also provide opportunities for interested market participants to submit their feedback.
Additional acts will be made available for review and proposals as they are drafted.
Through the Founding Contributors initiative, Enterprise Uzbekistan invites members of the international technology community to participate in shaping the Center’s regulatory environment at an early stage.
Participation in the consultation process will allow companies and experts to identify practical business needs, propose solutions to improve legal mechanisms, and share international experience in regulating technology-related activities.
This collaborative approach is expected to contribute to a more transparent, predictable, and innovation-oriented legal environment.
Enterprise Uzbekistan aims to establish a technology jurisdiction whose rules are developed with due consideration for the interests and practical experience of those who will operate within it.
