Representatives of IT Park Uzbekistan, led by Elyor Maksudov, Startup and Investments Development Director, held a meeting with a delegation from Aktif Bank, UPT and Aktif Tech. The Turkish delegation included Murat Kastan, CEO of UPT; Kadir Öztürk, CTO of Aktif Bank; Meylis Amanmyradov, International Partnerships Manager at UPT; and Aziz Asanov, UPT’s representative in Uzbekistan. The parties discussed prospects for cooperation, including the potential engagement of Uzbek specialists in Aktif Tech projects, as well as the integration of local startups into the bank’s ecosystem.
Aktif Bank is the largest private investment bank in Türkiye, founded in 1999. The bank operates an extensive fintech ecosystem, encompassing digital banking, payment solutions and ticketing services. Its subsidiary UPT, established in 2010, is an international money transfer platform providing services in nearly 200 countries. The ecosystem also includes Aktif Tech — a technology company with approximately 300 employees that specializes in payment solutions, card platforms, POS and ticketing systems, and supports international expansion across the Balkans, the CIS and the Turkic region.
During the meeting, representatives of IT Park Uzbekistan provided an overview of the park’s activities, the incentives available to international companies and the conditions created to attract high-technology projects to Uzbekistan. The delegation from Aktif Bank, UPT and Aktif Tech expressed interest in local opportunities, including the potential of Uzbek specialists and the country’s IT resources.
Special attention was given to the development prospects of Aktif Tech in the region. The parties agreed to continue negotiations and conduct a detailed assessment of the potential for engaging Uzbek IT professionals in the development of technological solutions for the Aktif group.
The meeting also examined cooperation opportunities between the startups Mulk Protocol, PayLov and representatives of Aktif Bank. The companies discussed potential directions for integrating the fintech solutions of these startups into the bank’s products. IT Park Uzbekistan will provide further information on other startups that may be of interest to the Aktif group in the near future.
Mulk Protocol is an Uzbek fintech startup focused on the tokenization of real estate and businesses. The platform enables the conversion of real assets into digital tokens, their fractional distribution and the attraction of investors. The startup’s solutions are based on the principles of Islamic finance. Mulk Protocol has already gained international recognition, becoming the winner of the InBattle Startup Awards at the INMerge Innovation Summit 2025.
PayLov is an Uzbek fintech service offering a range of payment and financial services via a mobile application. The platform provides money transfers, service payments, financial management tools and additional features such as investments and P2P transfers. PayLov aims to deliver an accessible and user-friendly financial service for users in Uzbekistan.
Cooperation with Aktif Bank, UPT and Aktif Tech opens new opportunities for IT Park Uzbekistan to strengthen international partnerships, expand the export potential of Uzbek IT companies and create new employment opportunities for the country’s specialists.
