    Navigating talent hiring in Uzbekistan: How IT Park Uzbekistan makes the process work

    Uzbekistan is in the middle of a meaningful economic transition. A growing tech sector, a young and multilingual population, and an expanding base of IT education programs are turning the country into an increasingly attractive destination for international companies. At the same time, hiring foreign employees here requires an understanding of a structured legal framework that exists to protect both employers and workers. For companies entering the market for the first time, this environment can feel complex.     The legal foundations of hiring in Uzbekistan


    Employment in the Republic of Uzbekistan is governed by mandatory legal procedures, which commence with the execution of a written employment contract, or, in the case of a foreign specialist, upon completion of the applicable registration procedures followed by the execution of an employment contract. The contract constitutes a legally binding instrument and shall fully comply with the Labor Code of the Republic of Uzbekistan, clearly specifying the employee’s job functions, remuneration, working hours, term of employment, and official commencement date. Foreign specialists employed by member companies of IT Park shall not be required to obtain confirmation (authorization) to engage in labor activity within the territory of the Republic of Uzbekistan, and all labor relations arising from such employment shall be governed by and subject to the labor legislation of the Republic of Uzbekistan. Foreign specialists shall be required to obtain a Personal Identification Number of an Individual (PINFL) at a Public Services Center, after which they may be lawfully employed in accordance with the legislation of the Republic of Uzbekistan.


    Upon completion of the required formalities, employees shall be registered in the national labor information system via my.mehnat.uz platform. Such registration ensures the proper recording of employment data and constitutes formal confirmation of the employer–employee relationship in accordance with the legislation of the Republic of Uzbekistan.


    Payroll, taxes, and social contributions


    Employers in the Republic of Uzbekistan are responsible for the administration of payroll, the withholding and remittance of applicable taxes, and the calculation and payment of mandatory contributions to pension and social security funds. These obligations are subject to strict statutory regulation, and failure to comply may result in the imposition of financial penalties and other legal liabilities. For foreign companies, such procedures may be complex and unfamiliar; accordingly, many engage local professional service providers to ensure the accurate, timely, and compliant fulfillment of payroll and tax obligations.

The next step is applying for IT Park membership through the official portal at my.it-park.uz. The application includes a business plan focused on IT or digital service exports. Membership provides access to tax incentives and a supportive environment built specifically for technology-driven businesses.


    Employment contracts


    Employment agreements must follow the Labor Code and include responsibilities, compensation, working hours, and contract duration. IT Park provides guidance to ensure that contracts meet both labor requirements and membership rules, helping companies set clear foundations from the start.


    Work permits and visa support


    For IT Park member companies, employing foreign specialists is significantly simplified. Foreign employees only need to obtain a Personal Identification Number (PINFL) at a Public Services Center, after which they can be legally employed in full compliance with Uzbek legislation. IT Park provides guidance throughout the process and supports companies with visa-related matters when required.


    Employee registration


    Employees are then registered in the national labor system, with labor books updated to reflect employment status. IT Park supports companies through the documentation and submission process.


    Payroll, taxes, and contributions


    IT Park provides IT Park member companies with free advisory support by offering a list of recommended service providers in the fields of accounting, taxation, payroll, audit, and related services. Member companies independently select their service providers and bear full responsibility for their choice and for any services rendered.
