ISsoft Solutions Explores Entry into Uzbekistan’s Market and Opportunities for International Expansion

On October 26, an IT Park Uzbekistan delegation led by Director of Export Development Jahongir Kagirov held a meeting with Aleksandr Drobyshevskiy, Deputy General Director for Innovation at ISsoft Solutions. The discussions focused on the company’s potential entry into the Uzbek market, the establishment of a legal presence in the country, and the identification of an optimal model for organizing cross-border operations.

ISsoft Solutions’ International Expansion: Uzbekistan Among Potential Markets

ISsoft Solutions is one of Belarus’s largest IT companies, founded in 2004 and operating as part of Coherent Solutions, an international group with a presence across North America, Europe, and other regions. The company specializes in custom software development, digital engineering, cloud solutions, and enterprise information systems.

ISsoft’s development centers in Belarus employ more than 1,700 specialists. The company’s technology infrastructure includes four research and development (R&D) laboratories, a corporate training center, and an internal startup incubator.

As part of its international diversification strategy, ISsoft Solutions is assessing opportunities to enter new markets, including those in Asia and Latin America. Uzbekistan is being considered as one of the potential jurisdictions for business expansion, given the existing incentives available to IT companies and opportunities for integration into global technology service delivery chains.

During the meeting, the parties discussed a phased approach to ISsoft Solutions’ potential entry into the Uzbek market, including the registration of a legal entity without the initial relocation of employees, the continuation of remote operations, and opportunities for subsequent business expansion. IT Park Uzbekistan representatives outlined the requirements for obtaining member status, available tax incentives, and the regulatory and operational aspects of doing business in the country. The information provided will be taken into account as the company evaluates potential jurisdictions and determines its international expansion strategy.

Next Steps and Prospects for Cooperation

ISsoft Solutions plans to complete its comparative assessment of potential jurisdictions and determine its international expansion model by the end of 2026. In making its decision, the company intends to evaluate the conditions offered by Uzbekistan alongside opportunities available in other markets under consideration.

Following the meeting, both parties expressed their interest in continuing substantive discussions on the organizational and legal aspects of ISsoft Solutions’ potential entry into the Uzbek market.
