Uzbekistan Strengthens Digital Cooperation with Singapore: Outcomes of IT Park Uzbekistan’s Official Visit

A delegation from IT Park Uzbekistan, led by CEO Abdulakhad Kuchkarov, undertook a working visit to Singapore aimed at enhancing international cooperation, promoting Uzbekistan’s national IT sector, and expanding the country’s presence within the global digital ecosystem.

    Uzbekistan Tech & Services Conference

A central component of the visit was the Uzbekistan Tech & Services Conference, which featured presentations by IT Park Uzbekistan, several Singapore-based member companies, and networking sessions focused on the business opportunities Uzbekistan offers in the technology sector. The conference was held in collaboration with Enterprise Singapore, Singapore Business Federation (SBF) and served as a platform for raising awareness among Singaporean businesses leaders about Uzbekistan.

The conference was officially opened by H.E. Alisher Kayumov, Ambassador of the Republic of Uzbekistan to Singapore, who underscored the rapid development of bilateral relations and the importance of private-sector engagement in advancing cooperation. In turn, Abdulakhad Kuchkarov, CEO of IT Park Uzbekistan, shared key trends shaping the national IT and digital services sectors.

A highlight of the conference was the presentation by George Ho, Head of Global Client Services at BIPO, a member company of IT Park which established its Central Asia regional headquarters in Uzbekistan. He emphasized access to highly skilled talent, advantageous geographic location, and robust government support as decisive factors in BIPO’s market entry. The company aims to increase its workforce in Uzbekistan to 100 employees by the end of 2025.

Another featured speaker was Rudy Fang, CEO of S.E.A Business Center, who announced plans to open an office in Uzbekistan. Having been actively engaged in various projects in the country since 2018, he noted that the recent expansion of IT Park has served as a catalyst for launching new BPO initiatives.

The event concluded with participants expressing a strong interest in pursuing joint projects in Uzbekistan, particularly in the fields of outsourcing and digital services, while commending the high level of organization throughout the event.

Within the framework of the visit, meetings were also held with representatives of the Singapore Centre for Enterprise (SCE) and Vistra, during which the prospects of cooperation, attraction of Singaporean investors, as well as support for foreign companies interested in entering the Uzbek market were discussed.

    Singapore Cooperation Enterprise (SCE)

The IT Park delegation conducted a meeting with SCE, a government organization specializing in the promotion of international projects in the public sector. Discussions centered on the potential entry of Singaporean companies such as NCS Group and CrimsonLogic into the Uzbek market, and the launch of joint educational and technological initiatives.

Singapore Cooperation Enterprise (SCE) is a public institution promoting international cooperation in public administration. Founded in 2006 and supported by the Government of Singapore, SCE specializes in fostering international collaboration in the public sector. Since its inception, SCE has implemented more than 300 projects in over 50 countries around the globe, including regions in Asia, the Middle East, Central Asia and Latin America.

    Vistra

During talks with Simon Webster, CEO of Vistra, discussions centered on supporting international clients interested in entering the Uzbek market, including legal structuring, compliance, and taxation services. Vistra is currently evaluating the feasibility of opening an office in Uzbekistan in response to growing demand from clients in the CIS region.

Vistra is a leading global provider of corporate, legal, and financial services, operating in more than 50 countries.

    Strengthening Cooperation

The delegation also held a dedicated meeting with Ambassador Alisher Kayumov, during which discussions focused on facilitating market entry for Singaporean companies and supporting the implementation of joint bilateral initiatives.

The visit underscored the growing interest of Singaporean businesses in Uzbekistan’s IT sector. The initiatives discussed span key domains such as digital services, education, legal support, and outsourcing, representing a vital step toward strengthening the country’s technological infrastructure and integration into global service value chains.

IT Park Uzbekistan remains committed to deepening international partnerships, advancing the development of digital services, and positioning Uzbekistan as a reliable and forward-looking technology hub in Central Asia.
