    IT Park Korea Strengthens Uzbekistan’s Presence in the Korean ITes Market

    The representative office of IT Park Uzbekistan in Seoul continues to actively promote international cooperation, positioning Uzbekistan as a promising IT hub. As part of a visit to South Korea, meetings were held with leading technology companies interested in outsourcing, joint projects, and business expansion in Uzbekistan. 

     

    Engagements with Korean IT Companies

     

    Meeting with Inpro and

     

    The initial meeting was held with Mr. Choi Seung Hyuk, CEO of Inpro. Discussions focused on the opportunities available in Uzbekistan for establishing an office, including tax incentives, developer salary levels, and the state of IT infrastructure in regions such as Khorezm and Karakalpakstan.

     

     

    The company demonstrated a keen interest in assessing Uzbekistan’s potential and human capital, with plans to visit Tashkent from March 2 to 8 to gain deeper insights into the country’s business environment.   

     

    Company Profile: Established in 2015, Inpro specializes in the development of IT and artificial intelligence (AI) solutions for the agriculture and livestock sectors.

     

    WhyBiz

     

    During negotiations with Mr. Jeong SeungBaek, CEO of WhyBiz, discussions centered on potential areas of cooperation and the company’s prospective entry into the Uzbek market.

    Mr. Jeong Seung Baek a keen interest in leveraging Uzbekistan’s IT talent and exploring collaboration opportunities with local enterprises. To further examine market conditions and infrastructure capabilities, WhyBiz is considering an official visit to Tashkent.

     

    Company profile: Founded in 2021, WhyBiz develops IT solutions tailored for the agricultural and industrial sectors.

     

    Uplex Soft

     

    A meeting was convened with Mr. Kim Byeong Sop, CEO of Uplex Soft and Head of the Korea Smart Factory Solutions Association. The discussion focused on IT outsourcing, the recruitment of Uzbek specialists, and further development of cooperation.  

     

     

    As a result of the meeting, Mr. Kim conveyed his intention to resume the company’s operations in Uzbekistan and assemble a team of developers. Furthermore, an agreement was reached to organize a visit of South Korean IT companies to Tashkent to facilitate networking and explore potential joint ventures.   

     

    Company profile: Established in 2010, Uplex Soft specializes in IT solutions, cloud computing, and AI technologies. The company reported a revenue of $8.2 million in 2024.

     

    SKonec

     

    An introductory meeting was conducted with SKonec, a leading developer of virtual reality (VR) games. Representatives of the company, already acquainted with IT Park through Proxy Planet, expressed significant interest in Uzbekistan’s potential and opportunities for collaboration in the VR sector.

     

     

    During the discussions, SKonec conveyed its intention to assess the local talent pool and market conditions. Should a sufficient number of qualified specialists be available, the company will consider outsourcing its projects to Uzbekistan. In the event that further workforce development is required, SKonec is prepared to collaborate with partners to devise a strategy for talent development to meet project demands.   

     

    Company profile: Founded in 2002, SKonec specializes in VR game development and employs 81 professionals.

     

    Aitron and TakenSoft: A Second Opportunity to Enter the Uzbek Market

     

    A meeting was held with representatives of Aitron and TakenSoft to discuss the companies’ potential expansion into the Uzbek market. The dialogue primarily focused on workforce capabilities and strategies for optimizing development costs. Both companies expressed a strong interest in outsourcing and intend to submit an official request for talent acquisition.  

     

     

    Company profile: Founded in 2012, both companies specialize in IT solutions, Metaverse technologies, and AI development.

     

    Dream Idea Soft and Sphere AX: Exploring Expansion Opportunities

     

    Negotiations took place in Daegu with representatives of Dream Idea Soft and Sphere AX. Discussions focused on the opportunities for Dream Idea Soft to enter new markets through Uzbekistan. Additionally, Sphere AX expressed interest in expanding its operations by engaging Uzbek professionals. Particular emphasis was placed on workforce development, the potential of the local market, and possible collaboration formats.

     

     

    Company profile: Dream Idea Soft is engaged in game development, having been founded in 2017 with a workforce of 121 employees. Sphere AX specializes in AI solutions and content creation, was founded in 2008, has 143 employees, and reported revenue of $25 million in 2024.

     

     

    HADA: IT Solutions for Smart Agriculture

     

    A meeting was held with representatives of HADA, during which the recruitment of Uzbek professionals was discussed in light of a labor shortage in Korea. Mr. Nodirbek Berdikobilov, representing IT Park Korea, proposed the establishment of an office in Khorezm and Kashkadarya — regions experiencing active development of agriculture digitalization. The company expressed interest in this initiative and plans to visit Uzbekistan to assess opportunities in these regions.

     

     

    Company profile: Founded in 2012, HADA specializes the development of IT solutions for smart farming.

     

    Collaboration with Associations and Memoranda

     

    Telecommunications Technology Association

     

    A meeting was convened with representatives of the Telecommunications Technology Association to explore avenues for cooperation in the outsourcing of video content production and software solutions to Uzbekistan. Particular emphasis was placed on the quality of local IT services, the availability of highly qualified personnel, and the existing infrastructure capabilities.   

     

     

    The association expressed a keen interest in gaining deeper insights into the Uzbek market and intends to introduce IT Park Uzbekistan to its member organizations. In the near future, both parties will explore potential formats for collaboration, including the exchange of expertise, the organization of joint events, and the identification of partners for the implementation of pilot projects.  

     

    Memorandum Between KIIIC and the Korea AI Association

     

    As part of negotiations between KIIIC — a partner of IT Park Uzbekistan and co-founder of the Uzbek-Korean IT Business Alliance — and the Korea AI Association, a memorandum of understanding was signed. This agreement is designed to facilitate the entry of South Korean AI companies to Uzbekistan and to create favorable conditions for Uzbek IT firms to secure outsourcing contracts.

     

    Key areas of cooperation include:

    • Providing support to Korean AI companies in exploring the Uzbek market and identifying potential partners.
    • Organizing joint initiatives, including business missions and expert consultations.
    • Expanding outsourcing opportunities and advancing the development of international technology projects.

     

    Outcomes of the Visit: Prospects and Future Actions

     

    The negotiations conducted by the representative of IT Park Korea with South Korean companies reaffirmed a strong interest in collaboration. The initiatives under discussion, including plans to establish offices in Uzbekistan’s regions, reflect a shared commitment to fostering long-term partnerships. The successful implementation of these projects is expected to serve as a pivotal milestone in the enhancement of Uzbekistan’s IT ecosystem, driving sectoral growth, and generating new employment opportunities.

    GBSF 2025 outcomes: Uzbekistan strengthens its status as an IT hub

    Tashkent hosted the Global Business Services Forum 2025 (GBSF 2025), one of the most prominent events of the year in the field of IT outsourcing and digital services.
