    A Center for Artificial Intelligence and Advanced Computing Technologies to Be Established in Karakalpakstan

    Representatives of IT Park Uzbekistan and its regional branch in Karakalpakstan, led by Farkhod Ermanov, Chairman of the Council of Ministers of the Republic of Karakalpakstan, held a meeting with representatives of the Chinese company Shanghai LinkWise Data Intelligence Co., Ltd. The visit was organized by the Ministry of Digital Technologies and the Project Office for Investments, with the support of the Ministry of Energy of Uzbekistan. The parties discussed prospects for cooperation and the implementation of a large-scale data center construction project in the region. Following the negotiations, a decision was made to establish a subsidiary company in Uzbekistan — LINKWISE LLC, which will serve as the operator of the project dedicated to the development of artificial intelligence infrastructure and high-performance computing technologies.


    Shanghai LinkWise Data Intelligence Co., Ltd. is a leading Chinese enterprise specializing in artificial intelligence and big data. For over a decade, the company has been engaged in developing technological solutions utilized in industry, transportation, healthcare, and digital security. LinkWise maintains partnerships with world-renowned institutions such as Stanford University and the Massachusetts Institute of Technology (MIT), and actively participates in China’s national technological initiatives.


    During the meeting, representatives of the Chinese company presented plans to build a next-generation computing center in Karakalpakstan, based on advanced GPU technologies and energy-efficient data center systems. At the initial stage, the company plans to invest approximately $700 million, with construction scheduled to commence in 2026. The second phase of the project, designed for an additional three-year period, will involve further investments of up to $2.8 billion. Upon completion of all stages, the facility’s total capacity will reach 300 megawatts, making it one of the largest computing centers in Central Asia.



    As part of the visit, the delegation of IT Park Uzbekistan and representatives of Shanghai LinkWise conducted field visits to identify an optimal site for construction. Following the inspection of proposed locations, it was decided to situate the project in the Takhiatash District, near the Takhiatash Thermal Power Plant, which will ensure a stable energy supply for the center’s operations.



    The future complex is expected to become a key platform for artificial intelligence development in Central Asia. It will support the training of large-scale language models, provide cloud services and data storage systems, and ensure robust information security. The project also envisions the integration of modern energy solutions, including hydrogen power systems and renewable energy sources such as wind and solar power.


    The construction of the center will create hundreds of new jobs for professionals in the fields of IT, engineering, and scientific research. Moreover, it will serve as a catalyst for talent development and the expansion of educational infrastructure in the region — a particularly important step for Karakalpakstan, where a new technological ecosystem is currently taking shape.


    The partnership between IT Park Uzbekistan and Shanghai LinkWise Data Intelligence opens new prospects for Uzbekistan’s integration into the global technological community. The implementation of this project will represent a significant milestone in strengthening the country’s position as a regional hub for digital technologies, attracting large-scale international investment, and advancing national expertise in artificial intelligence and high-performance computing.
