Putting Uzbekistan on the Global HR Map: IT Park Uzbekistan Meets ManpowerGroup

On October 16, representatives of IT Park Uzbekistan held working meetings in Tashkent with the international company ManpowerGroup and LavoroSolutions, a member of IT Park Uzbekistan. The discussions focused on expanding cooperation in recruitment and workforce management, as well as exploring Uzbekistan’s potential as a location for Global Capability Centers (GCCs).

The meetings were attended by Jahongir Kagirov, Director for Export Development at IT Park Uzbekistan; Matus Kaleta, representative of ManpowerGroup; and Victoria Muzichkina, Sales and Marketing Director at LavoroSolutions.

Development of the HR Industry and International Cooperation

The discussions focused on expanding recruitment services and developing HR infrastructure capable of meeting the needs of international companies seeking to establish and scale their operations in Uzbekistan.

In this context, participants explored opportunities for cooperation with ManpowerGroup, an international company specializing in workforce consulting, recruitment, and comprehensive HR solutions.

Particular attention was given to LavoroSolutions, a member of IT Park Uzbekistan, which provides recruitment and workforce management services. The discussions covered opportunities to develop HR services, expand workforce solutions, and meet international companies’ demand for qualified professionals. The development of such services is considered an important component of creating a favorable environment for international business.

Prospects for Establishing Global Capability Centers

A significant part of the discussions focused on Tashkent’s potential as a location for Global Capability Centers (GCCs), which centralize IT, finance, HR, and other business functions for international companies.

Representatives of IT Park Uzbekistan presented the existing membership conditions, as well as government and institutional support mechanisms designed to reduce operating costs and facilitate market entry for foreign companies.

ManpowerGroup expressed particular interest in the Zero Risk program, which provides a mechanism for reimbursing 50% of recruitment costs. Company representatives highly appreciated this initiative as one of the support measures available to international businesses during the initial stages of their operations.

Following the discussions, Tashkent received a positive assessment as a promising location for establishing GCCs. The meetings also highlighted opportunities for further cooperation with ManpowerGroup and LavoroSolutions in workforce solutions and global business services, contributing to the expansion of international business operations in Uzbekistan.
