    Offshore Outsourcing Conference held in Tashkent with participation of 848 delegates from 87 countries

    On 23 September 2025, the Shared Services and Offshore Outsourcing Conference took place at CAEX, organized by IT Park Uzbekistan in partnership with the Ministry of Digital Technologies of Uzbekistan. The conference represented the largest strategic platform dedicated to advancing the export of IT and BPO services from Uzbekistan.


    ICT Week Uzbekistan, held annually since 2004, remains the country’s foremost event in the field of information technology. The initiative is organized jointly by the Ministry of Digital Technologies of the Republic of Uzbekistan and IT Park Uzbekistan, with the aim of promoting IT service exports, strengthening Uzbekistan’s reputation as a regional digital hub, and integrating the country into the global IT ecosystem.



    The conference welcomed 848 participants, including 614 international delegates from 87 countries, comprising global experts, business leaders, and investors. Distinguished speakers from international companies shared insights on building global teams and explained their rationale for selecting Uzbekistan as an outsourcing destination.


    Key speakers included Sultonmurod Rasulov (IT Park Uzbekistan), Artur Grigoryan (EY), Ansari Zain (Xpence), Jose De Soto (Ruby Talent Solutions), Michael Germershausen (Antal International), and Ahmed Abulezz, who highlighted Uzbekistan’s advantages as an outsourcing destination, talent potential, and new support mechanisms for companies.


    Sultonmurod Rasulov, Head of North American Market Division at IT Park Uzbekistan, presented the country’s potential and the development of IT Park since 2019:


    “In 2019, IT Park Uzbekistan was a young team, and the vision of transforming Uzbekistan into a global outsourcing destination seemed distant. Today, this vision is becoming a reality. Uzbekistan ranks first in political stability, third in financial attractiveness, and is among the top ten safest countries for living and conducting business. Uzbekistan is no longer merely a developing market — it is a powerful emerging outsourcing hub.”



    Artur Grigoryan, Head of Business Consulting Practice at EY Armenia, connected the development of Enterprise Uzbekistan to the country’s long-term strategy:


    “Enterprise Uzbekistan was initiated in 2024 when the President of Uzbekistan decreed the establishment of the International Digital Technologies Center. This initiative aligns with the broader Uzbekistan 2030 strategy, which sets specific targets for the country’s technological sector.  Enterprise Uzbekistan offers unique conditions for global technology businesses. We are fostering a vibrant ecosystem that brings together leading innovators, financial institutions, professional services, and talent. Member companies gain access to state-of-the-art infrastructure — from offices to data centers — alongside tailored tax and customs incentives designed to support growth and scalability. A specialized legal framework incorporating elements of English law ensures legal certainty, investment protection, and confidence from international partners.”



    Ansari Zain, Head of Xpence, emphasized market scale and digitalization potential:


    “Uzbekistan’s economy grows at 6.5% annually, with the payments market approaching $100 billion, 55% of which is attributed to small and medium-sized enterprises. This market is robust and supported by world-class talent cultivated by IT Park.  We localized our product and established partnerships. Within 90 days of joining IT Park, we registered the company in just 6 hours and signed our first banking agreement. Strong demand, government support, and active SME participation make Uzbekistan one of the most attractive markets for digitalization.”



    Jose De Soto, CEO of Ruby Talent Solutions, explained why establishing an office in Uzbekistan was a strategic decision:


    “This year, we opened an office in Uzbekistan, and the decision was clear. Uzbekistan is a young, dynamic country with a highly tech-savvy generation eager to learn and grow. The time zone provides natural overlap with Europe, the UK, and North America, enabling real-time engagement with global clients. The government has established favorable conditions, including competitive tax incentives, which facilitate investment and scaling for companies like ours.     Michael Germershausen, Regional Director of Antal International, highlighted demographic advantages and IT Park’s role in talent retention:


    "Uzbekistan possesses one of the youngest populations in the region, creating a strong talent pipeline for the future. Local specialists already participate in international projects for companies in the United States and Europe. IT Park promotes the 'Uzbekistan 2.0' concept — a model where jobs are created domestically, allowing professionals to remain in the country while engaging in the global digital economy. For foreign companies, IT Park provides membership with tax benefits and streamlined hiring processes, simplifying market entry. Uzbekistan no longer merely exports personnel — it exports skills, services, and innovation."



    Ahmed Aboulezz, Advisor to the CEO, presented Uzbekistan’s talent potential:


    “Today, Uzbekistan is not only a rapidly growing market with a rapidly growing number of highly qualified IT specialists but also a country cultivating a unique ecosystem, open to collaboration and prepared for global challenges.  The country has over one million IT professionals, and leading universities actively develop and provide education in line with international standards. Strong language skills and a cultural environment valuing diversity and global integration are especially important. Collectively, these factors create the conditions for Uzbekistan to become a fully-fledged hub for international investment and technological innovation.”



    The conference concluded with Riyad Ibragimov, Director of CERT International, formally presenting IT Park Uzbekistan CEO Abdulakhad Kuchkarov with the ISO/IEC 27001:2022 certification for information security management systems.


    “This achievement is more than a certificate — it is recognition that IT Park meets international standards of quality, management, and reliability. It reflects ongoing efforts to establish a transparent, dependable, and globally competitive ecosystem,” noted Ibragimov.



    In his closing remarks, Abdulakhad Kuchkarov, CEO of IT Park Uzbekistan, stated:


    “In Uzbekistan, you can find your ideal partner, employee, or employer. Everything is possible — all opportunities are within your reach. This progress has been made possible thanks to the support and bold strategic vision of President Shavkat Mirziyoyev and the Ministry of Digital Technologies.     The conference represented a significant milestone in promoting Uzbekistan as a reliable outsourcing partner. It strengthened the country’s position in the international IT and BPO market and opened new avenues for attracting investment.

    GBSF 2025 outcomes: Uzbekistan strengthens its status as an IT hub

    Tashkent hosted the Global Business Services Forum 2025 (GBSF 2025), one of the most prominent events of the year in the field of IT outsourcing and digital services. Organized by IT Park Uzbekistan with the support of the Ministry of Digital Technologies, the event convened approximately 450 participants representing 260 companies, including 237 international companies from 40 countries. Among the attendees were representatives of multinational corporations, startups, government agencies, and venture capital funds.
